Which is the best casino without a Swedish licence? On this site the question has a measurable answer: the operator whose own terms and licence record clear the most of our five criteria. The ranking below covers twelve operators, with Vave at the top, and under every name sits a fact box with clause numbers and dates of reading.
The size of the bonus and the number of games do not affect the placing. They appear in the fact boxes where the terms write them out, but the order is decided by the identity clause and the licence. What you get is therefore a ranking that can be checked clause by clause, and the table with all 30 rows follows directly below.

Every operator is put to the same five questions. Four concern the identity check in the terms and one concerns the licence:
The terms contain a clause about identity checks.
The clause says when the check starts, for instance before a withdrawal or at a particular level.
The clause names an amount, in euro, dollars or crypto.
There is a deadline for documents, that is, how many days the operator gives you for the paperwork.
The licence stands in the authority's register for the operator's domain.
Every criterion met is worth one point, and five is the maximum. The best foreign casino is, in our view, the operator whose terms answer the most of these questions, because those answers decide whether a withdrawal stops for a check and what you then have to do.
The terms were read on the operators' own pages between 24 August and 12 September 2026, and the licences were checked in the registers between 8 and 13 September 2026. The documents we read, and how we handle two entries that contradict each other, are described in our method. No operator has been able to buy a placing in this list; Vave stands outside the ranking.
How to read the table
The table shows the licence, the identity clause, the amount, the withdrawal limit, the registration and the coins for each operator. A dash means the entry is missing from the material for that operator, and the criterion then earns nothing. The clause number stands beside every entry, so that you can find the same line in the terms yourself.
The table also shows why a place here has nothing to do with the welcome bonus. Rocketpot and Wild Fortune have large bonuses, but it is their identity clauses that give them second and third place. What status Sweden has in the operators' country lists is reported on the page about the registers and the licence status.

Vave is not part of the ranking. Latcas B.V. holds the Curaçao licence OGL/2024/1676/0905, active since 19 May 2025, but on 12 September 2026 the portal cert.cga.cw listed only vavegame.com on the certificate, not vave.com. The account is shared between casino and sportsbook.
According to the campaign page on 24 August 2026 the welcome package runs to at most 1.5 BTC, with 150% on the first deposit plus 100 free spins, and after that 100, 50 and 25% for the next three. No wagering factor appears there. Under cl. 8.7 Vave may ask for identification before every payout, and you then have 14 days. Before a withdrawal, cl. 8.11 wants the deposit wagered three times in the casino or once in the sportsbook. There is no cap per period (cl. 8.8). Only from 50,000 USDT may a win, in exceptional cases, be paid out in equal parts.
The desk's own account on 28 August 2026 showed the withdrawals going through without identification being asked for, around 5,000 USDT in total, on a single account and over a limited period. Bitcasino.io tops the list with four criteria out of five. Licence OGL/2023/111/0069 stands in the name of Moon Technologies B.V., and bitcasino.io was on the certificate in the Curaçao register on 12 September 2026. The identity clause is the clearest in the list: cl. 6.6 names 2,500 € or the equivalent in crypto, and cl. 3.13 gives the right to review accounts at random. The same cl. 6.6 reserves the right to ask below the amount as well, and a deadline for the documents is missing. That is the criterion that fails.
The help centre counts twelve coins, among them USDT, USDC, TRX and TON, and the e-mail address has to be confirmed before the first withdrawal. The welcome offer stretches over three deposits with a ceiling of 5,000 USDT in total, and the bonus part carries a requirement of 30 times to be met within a week. Under cl. 6.10 large withdrawals may be split, and at most 1 million USDT is then paid each week. Bitcasino.io suits you if you want to know in advance at which amount documents may be needed.

Rocketpot also has four out of five, but all four come from the terms. The identity check sits before withdrawals, and the document names two thresholds: cl. 11.4 puts it at 0.05 BTC or 2,500 USD, cl. 12.4 at 2,000 USD. For the documents you get 30 calendar days (cl. 12.2). The licence criterion fails: the number 1668/JAZ in cl. 1.2 carried the status “not valid” when the Curaçao portal was read on 12 and 13 September 2026.
Thirteen coins appear in the terms, and USDT comes in two variants, ERC-20 and TRC-20. A single network confirmation is enough (cl. 10.5). Deposits below 0.001 BTC are lost (cl. 10.2), and the deposit has to be wagered three times before a withdrawal (cl. 11.2). A win from 5,000 USD is paid at no more than 5,000 USD a month (cl. 11.5), and the bonus terms state 100 times wagering. Wild Fortune reaches four out of five and is the only one at the top with a licence from Anjouan. The register lists Metlait SRL under ALSI-202509073-FI2, and wildfortune.io stood in the entry on 12 September 2026, but the licence expires on 29 September 2026. Clause 1.1 of the terms also names a licence from Tobique.
The identity check comes early. Anyone who wants to play with bitcoin has to show identification first (cl. 2.7), and everyone has to do so before a withdrawal (cl. 11.2). After that you have two weeks from the withdrawal request to send the documents, but no amount appears in the clause. Per day you may withdraw at most 1,000 €, per week 5,000 € and per month 15,000 € (cl. 11.8). The payments page shows ten coins, among them USDT, TRX and BNB.
The welcome offer gives 225% up to 7,500 Canadian dollars and 250 free spins over five deposits, and winnings from the first three deposits are capped at the same amount (cl. 11.15). Oyine N.V. stands on certificate OGL/2024/930/0387, but cl. 1.1 of the terms still describes the number as an application. The identity check can be triggered by large deposits or by the level of play (cl. 8.22), and cl. 4.3 gives a general right to ask. No timing, no amount and no deadline are stated.
Bitsler names Veriff as the checking service, and a proof of address no more than three months old is sometimes required. Clause 21.1 gives the right to check identity without saying when the check starts or at what amount, and no deadline for documents is stated.
Withdrawals carry a weekly cap of 100,000 € (cl. 6.12), the highest limit in the list stated in euro. No further entries about the cashier, the coins or the bonus exist in the material for the ranking, so look in the cashier to see which coins are offered before you deposit. Jack.com was formerly called Jackbit and changed its name on 29 May 2026. The domain has its own active certificate in the Curaçao register, number OGL/2024/1562/1139, issued on 23 July 2025 to Data Link Digital B.V. The old address jackbit.com sits under a separate certificate, so it is worth checking which domain you actually log in to.
The licence criterion is therefore met, and it is the only point. For the four criteria about the identity check there is no entry in the material for the ranking, and Jack.com therefore gets one out of five. Find the identity clause yourself before your first deposit and see whether it names a moment, an amount and a deadline. Wild.io has one criterion out of five, the licence. Certificate OGL/2024/210/0198 is active in the Curaçao register, issued on 14 April 2025 and read on 31 August 2026, and the domain is covered. The holder, on the other hand, is unclear: the company on the certificate is Nonce Gaming B.V., while the terms give Stack Gaming Ltd as the party. We report both entries without choosing between them.
For the four criteria about the identity check there is no entry in the material, which is why the score stays low despite the active licence. If you want to play here, ask support in writing which company is your counterparty and keep the answer. The registers and the dates we read are gathered under sources with address and date.
